BUDGET PUBLIC HEARING

This budget will raise more total property taxes than last year’s budget by $3,241,017 or 17% increase, and of that amount, $544,060 is tax revenue to be raised from new property added to the tax roll this year.

You are hereby notified that the proposed General, Special Revenue, Capital Project, Debt Service, Internal Service, and Enterprise funds, as well as TIRZ, No. 1 and No. 2, PHFC, PHFC Jackson Place Apartments and Economic Development funds’ budgets for the City of Pharr, Texas, for year ending September 30, 2020 were filed by the City Manager with the City Clerk on the 22 day of August, 2019 and same has been and will be available for public inspection at all reasonable times.

The Board of Commissioners of the City of Pharr, Texas has ordered the Budget Hearing to be held on Tuesday, September 9, 2019 at 4:00 p.m. at Pharr City Hall, City Commissioners’ Room, 2nd Floor, 118 S. Cage Blvd., Pharr, Texas.

All interested citizens of Pharr, Texas are urged to attend said hearing and present their views and suggestions. Persons desiring to speak during the public hearing shall sign in with the City Clerk prior to the scheduled public hearing. (Ordinance No. O-2019-31)

NOTICE OF 2019 TAX YEAR PROPOSED
PROPERTY TAX RATE FOR CITY OF PHARR

A tax rate of $0.7176 per $100 valuation has been proposed for adoption by the governing body of City of Pharr. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.

The governing body of City of Pharr proposes to use revenue attributable to the tax rate increase for the purpose of infrastructure improvement.

PROPOSED TAX RATE $0.7176 per $100
PRECEDING YEAR’S TAX RATE $0.6490 per $100
EFFECTIVE TAX RATE $0.6449 per $100
ROLLBACK TAX RATE $0.7714 per $100

The effective tax rate is the total tax rate needed to raise the same amount of property tax revenue for City of Pharr from the same properties in both the 2018 tax year and the 2019 tax year. The rollback tax rate is the highest tax rate that City of Pharr may adopt before voters are entitled to petition for an election to limit the rate that may be approved to the rollback rate.

This budget will raise more total property taxes than last year’s budget by $702,064 or 4.14% increase, and of that amount, $372,911 is tax revenue to be raised from new property added to the tax roll this year.

  • On May 18, 2004 The City Commission approved Ordinance #O-2004-29  providing a tax ceiling (freeze) to homeowners 65 years or older and to disabled persons.   For more information contact Hidalgo County Tax Office at (956)318-2157.
  • On September 19, 2016 City Commission approved the 2014 tax rate of ( .6540 ) .  The tax rate is .6540 per $100. in valuation.
  • 2016 Tax Statements will be mailed out by The Hidalgo County Tax Office.   If you have not received your statement please contact the office at (956) 318-2157.
  • Property Owners:
    All 2015 property taxes remaining unpaid on July 1, 2016 will accrue an additional
    15% Attorney fee as provided in Section 33.07 of the Texas Property Tax Code. For
    tax information, please contact The Hidalgo County Tax Office at (956) 318-2157.
  • The City of Pharr offers the following exemptions:

Over 65 years old of age                       $ 10,000.
Disable Veterans                                   $   5,000.  to $ 12,000.
