2020 Graduation Plans

From all of us here at The City of Pharr, we would like to congratulate all of the 2020 graduates! You are entering the next chapter of your life during these unprecedented times. We have approved several graduation plans from school organizations in Pharr in an effort to give everyone an opportunity to experience the payoff for their hard work. Each organization is responsible for the safety of their attendees and the efficacy of their process.

Schedule:
7:00PM – Commencement  

Plans for hosting an in-person graduation ceremony at the PSJA Stadium. Graduate and two family members will be allowed to exit vehicle, they must have a driver with them.

Family member will be allowed to take pictures of graduate as they walk across stage and receive their diploma. They will both exit stadium and return to their vehicle. We will consider the available COVID-19 statistics in Hidalgo county and follow CDC and State guidelines and comply with all state and local orders

All graduates and parents will be required to wear a mask. The mask may temporarily be removed for graduation picture.

Additionally, we will be taking the following steps:

  • Provide notice to the graduates and parents participating in the in-person graduation ceremony is voluntary;
  • Provide advance notice to graduates and guests to not attend the ceremony if they are ill or have a fever;
  • Schools nurses will be prepared to check the temperature of graduates and guests as they arrive;
  • An emergency plan will be executed for any graduates or guests who are not in compliance;
  • We will repeatedly disinfect any touch points exposed to graduates and guests;
  • Provide sufficient employees to assist with the graduation ceremony;
  • Have a protocol in place for health checks for employees assisting in the ceremony;
  • Have the ceremony plan reviewed and approved by Hidalgo County Health Department;
  • Have the ceremony plan reviewed and approved by the local County Judge and
  • Municipality;
  • Consult with law-enforcement authorities concerning the ceremony;
  • Follow PSJA ISD Emergency Operation Plan; and
  • Confirm that the ceremony will accommodate disabled graduates or guests

Limit number of individuals on stage to:

  • Board President
  • Board member representatives
  • Superintendent of Schools
  • Principal
  • Valedictorian
  • Salutatorian
  • Additional 2 graduates (Invocation/Benediction)

Commencement starts at 7:00 pm

  • Students will be lined up 6ft entering South Gate-Visitors Section lining up along the track.
    Stage area will be setup on the North side of the field utilizing the screen as the
    background
  • Two family members will be allowed to join the graduate, this person will line up on
    opposite side of track, standing 6ft apart to capture the moment live
  • Students/Family Member will exit on the North-Home Side of the Stadium with cars
    waiting for them lined up on Kelly St. And up Gumwood
  • Other family members and staff would be watching as part of the LIVE broadcast
  • Only Top 10 will be in order, all others as they come in
  • Graduates will be giving Counselor ID Number to pull up Name on screen as they take
    their official photo, receive diploma, move tassel and walk the stage (no shaking hands)
  • There will be a set up for health screenings, please arrive early
  • Anyone with symptoms or fever will be excluded
  • Every family attending must have completed the District Health Questionnaire sent within
    days of graduation
  • Additional PPE will be available such as, goggles, masks, gowns and gloves by central
    supply
  • Disinfecting spray and hand sanitizer should be made available on site

Process
:
Students will make appointments for their graduation ceremonies using “sign up genius”. They will be instructed to park in designated areas and stay in their vehicles until their appointed time slot. Students are allowed 2 adult guests. All students, staff, and guests will be required by RGV College to wear protective face masks. Those who choose not to comply with wearing a protective face mask will be denied access to the building and asked to remain in their vehicles or leave the campus and return when their graduate is ready to be picked up.

Starting at 8:00am, students will be greeted by our staff at the front door. A staff member will be assigned to open and close the front door. That staff member will be the only one to come in direct contact with the doors.

Students will then be directed by the next staff member to stand on one of 10 blue marks places on the floor. These marks are exactly 7ft 6in apart. ( see attached floor plan)

Students will be called into our auditorium one group (graduate and 2 adults) at a time. The graduate will then pose for a picture with Dr. Annabelle Palomo with a decorated background. Dr. Annabelle Palomo and the graduate will stand on either end of the decorations which will be roughly 8ft. Dr. Annabelle Palomo will be holding a generic diploma with the name of the program the student is graduating from on it. This diploma will only be handled by Dr. Annabelle Palomo and at no time will there be any direct contact between students, staff, and or the other guests. The graduate will be given the opportunity to take a picture with their guests. We will have one staff member designated to take these pictures. If an individual’s personal phone is being use to take this picture then a fresh pair of gloves will be put on by the designated staff member to take the picture then disposed of after the phone is returned to the individual. The graduate will then be escorted out and the next student will allowed into the auditorium. Graduates will be given their diplomas individually at a later time.

After all 10 graduates of each time slot have gone through, there will be a 30 min break in between. At this time our maintenance staff will have a chance to clean and disinfect all surfaces between our main entrance and the auditorium with a disinfectant called “Terminator” by Buckeye. Buckeye Terminator is a heavy-duty quaternary-based disinfectant, cleaner and sanitizer.

Mozart Secondary Graduation

  • 15 Seniors will be seated 6 feet apart in the area labeled “Students”
  • 2 parents/guardian per graduate will be allowed (30 individuals)
  • Parents/Guardians will be seated 6 feet apart in the area labeled “Parents”
  • Parents will receive a copy of the Expectations in the Graduation Program and it will be read prior to the beginning of the commencement exercises
  • 5 Police Officers and 10 Security Guards will be contracted

Entrance Procedures:

  • Students will be escorted to designated chair by counselors
  • Parents will be escorted to their chairs by a faculty member

Exit Procedures:

  • Students will be dismissed in alpha order 5 students at a time and parents will leave with them
  • No congregating will be allowed and every parent will be informed of expectation prior to graduation day during a Senior Parent Zoom Meeting

Rembrandt Secondary Graduation

  • 105 Seniors will be seated 6 feet apart in the area labeled “Students”
  • 2 parents/guardian per graduate will be allowed (210 individuals)
  • Parents/Guardians will be seated 6 feet apart in the area labeled “Parents”
  • Parents will receive a copy of the Expectations in the Graduation Program and it will be read prior to the beginning of the commencement exercises
  • 5 Police Officers and 10 Security Guards will be contracted

Entrance Procedures:

  • Students will be escorted to designated chair by counselors
  • Parents will be escorted to their chairs by a faculty member

Exiting Procedures:
