The City of Pharr has a Commission-Manager form of government. Under this form of government, the elected City Commission sets the policies for the operation of the city’s government. The administrative responsibility rests with the City Manager who is appointed by the City Commission. The Pharr City Commission is comprised of seven members made up of the Mayor and six City Commissioners. The current members are:

City Commission Meetings: Regular Commission meetings are held at 4:00 p.m. on the first and third Monday of the month.  Special Commission meetings may be called from time to time, provided that public notice is posted 72 hours prior to the meeting.

Agendas: for the regular meetings and work sessions are posted the preceding week at City Hall and also on the City’s web site.  All notices are posted 72 hours prior to the meeting, in accordance with the Chapter 551 of the Government Code, Vernon’s Texas Codes, Annotated (Open Meetings Act).  Agendas are posted on the web site as a courtesy and, from time to time, may not be available due to technical difficulties.  The official posting site is on the City Council Bulletin Board located on the first floor in City Hall.

Work Sessions: Work sessions are held as needed and public notice is posted 72 hours prior to the meeting.  These work sessions are set to discuss City issues, to provide information to the public and the Commission, and usually include briefings and presentations.

Closed Sessions: A closed session may be convened at any time during the course of a regular meeting under Texas Government Code 551.071(2) to confer with its legal counsel on any subject matter of said agenda.  Should any final action, decision, or final vote be required in the opinion of the Board with regard to any item discussed during the executive session, then such final action shall be made during the open meeting covered by the notice of the meeting.

Public Testimony (Ordinance No. O-2019-45)

  • A registered speaker may speak only on items on the agenda and may not exceed 1.5 minutes.
  • If an agenda item is tabled during a meeting, a member of the public who has previously spoken regarding this item may not register to speak again on the tabled item at any subsequent meetings.
  • No person shall be permitted to enter into any discussion or ask questions without the permission of the presiding officer.
  • The Mayor or presiding officer may reduce the time for comments and at his/her discretion or regulate the time allotted for comments.
  • In order to expedite matters and to avoid repetitious presentations, persons are encouraged to appoint one spokesperson to speak on behalf of the group.
  • Many comments are protected as free speech, not all expressed views are protected by any legal immunity or privilege. Consequently, any slanderous comments made during the meeting may be subject to civil liability.
  • The Mayor or presiding officer may prohibit comments if the comments are obscene, disorderly, disruptive, irrelevant, repetitive, interrupt, or impair the Mayor or presiding officer from conducting an orderly meeting.
  • Matters under litigation may not be addressed and comments regarding specific City employees, staff, and elected officials may be prohibited.

Public Hearing (Ordinance No. O-2019-31)

  • If you have been affected physically, by use or damage to property, or to any other legally recognizable interest, or received a written notice, please execute and submit this form to the office of the city clerk within the prescribed deadlines.
  • You may speak on a subject that pertains to a legal notice requiring a public hearing in accordance with applicable federal, state, or local laws.
  • A time limit of 1.5 minutes per speaker is allowed.
