The Board of Commissioners of the City of Pharr met for a regular meeting on Monday, February 2, 2026, and considered an agenda that included the following highlights:

City Recognizes February 2026 as American Heart Month

The Pharr City Commission approved a proclamation recognizing February 2026 as American Heart Month, raising awareness that cardiovascular disease remains the leading cause of death in the United States. The observance encourages residents to learn their key health numbers, adopt heart-healthy lifestyles, and support prevention and early detection efforts. The proclamation was accepted by Mario Lizcano, Administrator of Corporate Affairs at DHR Health, alongside Jo Anna Garza, Business Development Manager, and Dr. Herschl Silberman, MD, Cardiologist with the DHR Health Heart Institute. “We are thankful to have your support and partnership as we continue to provide the community with awareness and education about the importance of good health,” said Lizcano. Adding to the importance of monitoring oneself, Dr. Silberman urged the community to remain educated, proactive, and strong advocates for heart health and support.

Commission Proclaims March 28, 2026, as “Children’s Advocacy Center of Hidalgo County Day”

The Pharr City Commission approved a proclamation declaring March 28, 2026, as Children’s Advocacy Center of Hidalgo County Day, recognizing the critical work of the Children’s Advocacy Center of Hidalgo and Starr Counties in supporting children affected by abuse. The proclamation was presented to Pat Blum and Executive Director Nadia Ochoa. “Our goal is to restore the children and families that are affected through hope, healing, and justice,” said Blum. She shared that over the past year, the Center provided services to 1,831 children who have experienced abuse, including 183 children from the City of Pharr. Blum also highlighted the Center’s upcoming 15th Annual Vinos Wine Extravaganza, set for Saturday, March 28, 2026, at the McAllen Convention Center, an event that helps raise awareness and funding for its vital services. “We are so thankful for your support, our partnership with the Pharr Police Department, and the assistance from our community who continue to help us advocate for these children and families,” added Blum.

City Recognizes Pharr Way Trailblazer of the Month

The Pharr City Commission, in partnership with Keyla Jalife, Director of the Office of Strategic Excellence, proudly recognized Brenda Mireles, Administrative Assistant from the Administration Department, as the Pharr Way Trailblazer of the Month for January. Mireles was selected for her outstanding dedication, compassion, and excellence in service, embodying the values and spirit of the Trailblazer Award. Upon receiving the recognition, Mireles expressed her gratitude, stating, “I want to thank all my mentors that I’ve had along the way, and I look forward to continuing to grow professionally.” The City of Pharr congratulates Brenda Mireles on this well-deserved honor and thanks her for her continued commitment to excellence in service to the community.

City Honors Retiree Jose Antonio “Tony” Padron Sr. for His Dedicated Service 

The Pharr City Commission and City Engineer Patricia Longoria proudly recognized Jose Antonio “Tony” Padron, Sr., Construction Inspector for the Engineering Department, on the occasion of his retirement, honoring more than 11 years of dedicated service to the City of Pharr. Since joining the Engineering Department in July 2014, Mr. Padron has brought a wealth of experience and integrity that helped shape the foundation of the city’s infrastructure. “Tony took on his responsibilities with integrity and work ethic, and has made all the difference to growth, stability, and the unity of the Engineering Department,” said Longoria. She added, “His service to the City of Pharr was of the highest caliber and the envy of our local industry.” As a Senior Construction Inspector, he ensured that each project met the highest standards of safety, quality, and precision, leaving a lasting impact on the community. Beyond his technical expertise, Mr. Padron served as a mentor and guiding force, bridging the gap between theory and practice and sharing his knowledge with the next generation of engineers and inspectors. His strong work ethic, leadership, and commitment to excellence will be remembered in the streets and structures of Pharr and in the many professionals who carry his lessons forward. The City of Pharr thanks Mr. Padron for his years of dedicated service and wishes him all the best in retirement!

Pharr Kicks Off 2026 Healthier Texas Challenge

The Pharr City Commission accepted and signed the pledge to officially kick off the City’s participation in the 2026 Healthier Texas Challenge, a free, eight-week statewide initiative that promotes healthier lifestyles through wellness activities and community engagement. City employees will take part in the challenge as teams, while residents are encouraged to participate individually or with family and friends. The City of Pharr is proud to have previously earned the Healthier Texas Challenge title for five years and looks forward to continuing its commitment to health and wellness. “We encourage everyone to participate and look forward to maintaining our title,” said Abel Molina, Special Events Director for the City of Pharr. The 2026 challenge will take place from February 2 through March 29, supporting efforts to improve physical activity and overall well-being for both employees and the community.

Sales Tax Revenues Continue Upward Trend

Pharr City Manager Dr. Jonathan B. Flores announced that the City of Pharr continues to see positive sales tax growth, reflecting strong local economic activity. Year-to-date true growth increased by 14.34% compared to January 2025, with January collections also up 14.34% from the same month last year. For Fiscal Year 2025–2026, fiscal year-to-date sales tax collections increased by 8.68% and are currently 0.19% ahead of budget, helping support essential city services and community investments.

City Reappoints Commissioner Ricardo Medina to Golf Advisory Board

The Pharr City Commission considered and approved a resolution reappointing Commissioner Ricardo Medina to serve on the Tierra Del Sol Golf Advisory Board, continuing his role in providing guidance and oversight for the City’s golf operations.
