Pharr Celebrates April 6-12, 2025 as National Library Week
The Pharr City Commission approved a proclamation declaring April 6-12, 2025, as National Library Week. The proclamation highlights the essential role libraries play in fostering lifelong learning, equity of access, civic engagement, and community connection. Pharr Memorial Library Director Adolfo Garcia and the library’s supervisory team were present at the City Commission meeting to accept the honor. “We thank the Mayor and Commission for their continued support and are proud to serve our community with resources, programs, and services that inspire, educate, and connect,” said Garcia. The proclamation recognizes libraries as trusted institutions that evolve with the needs of their communities, supporting everything from literacy and entrepreneurship to digital access and civic participation. The City of Pharr joins library advocates nationwide in celebrating the invaluable contributions of libraries, librarians, and library workers in shaping informed and empowered communities.
Commission Declares April 13-19, 2025 as National Animal Control Officer Appreciation Week
The Pharr City Commission approved a proclamation declaring April 13-19, 2025, as National Animal Control Officer Appreciation Week, recognizing the vital role these officers play in ensuring the safety and well-being of both residents and animals in our community. The proclamation highlights the dedication and courage of Animal Control Officers, who routinely put themselves in potentially dangerous situations to protect the public from aggressive or sick animals, investigate cases of animal abuse and neglect, and enforce laws and regulations to prevent disease and ensure humane care. These officers are essential to public health, providing community education and enforcing city and state animal regulations to help promote responsible pet ownership. Accepting the proclamation, alongside members of his dedicated team, was Nico Tapangan, MPH, RS, Director of Public Health for the City of Pharr. “On behalf of the Animal Services Team, thank you for supporting our department,” he said. “Our team works hard every day and serves as a constant reminder that our motto of Excellence Everyday applies to both people and pets alike.” The City of Pharr encourages all residents to take a moment to thank and appreciate these dedicated public servants who quietly and heroically protect the safety, health, and welfare of our community’s animals and residents every single day.
Pharr Recognizes Public Safety Telecommunicators Week, April 13–19, 2025
The Pharr City Commission proclaimed April 13–19, 2025, as National Public Safety Telecommunicators Week, recognizing the essential work of 9-1-1 telecommunicators who serve as the critical link between the community and emergency responders. Kenneth Ennis, Public Safety Communications Director for the City of Pharr, was joined by members of his department to accept the proclamation. “Our team does an amazing job answering calls and providing dispatching services, and we are proud of the amazing team we have built,” said Ennis. Often referred to as the “unseen first responders,” telecommunicators operate behind the scenes with professionalism and composure, delivering life-saving assistance, coordinating responses, and supporting law enforcement, fire departments, and emergency medical services. Their dedication to public safety under pressure exemplifies true service and resilience. Through this proclamation, the City of Pharr extends its heartfelt gratitude and appreciation for their unwavering commitment to safeguarding the community and providing exceptional service in guiding residents through emergencies.
Pharr Recognizes April 17th as Testicular Cancer Awareness Day
The City of Pharr has declared April 17, 2025, as Testicular Cancer Awareness Day. Testicular cancer, the most common cancer among men aged 15-35, affects over 9,720 men annually, with approximately 600 cases resulting in death. This proclamation recognizes the courage of survivors, supports those currently fighting, and honors those who have lost their lives. It also underscores the crucial role of healthcare workers in improving detection and treatment options. The proclamation was presented to Mario Lizcano, Administrator of Corporate Affairs for DHR Health, and Claudia Chapa, Community Outreach Coordinator for DHR Health. “We thank you for providing a platform for DHR Health to continue to provide education and community awareness and the opportunity to provide the screenings and testing that are available for all our community,” said Lizcano. On Testicular Cancer Awareness Day, the City of Pharr encourages men to consult with their doctors and calls on the community to increase awareness in the ongoing fight against this disease.
Pharr Recognizes Jenafer Carreon for Receiving the State of Texas Silent Hero Award
The Pharr City Commission and Kenneth Ennis, Public Safety Communications Director for the City of Pharr, recognized Jenafer Carreon, a Telecommunications Officer, for receiving the prestigious State of Texas Silent Hero Award at the Texas Public Safety Communications State Conference. Carreon was one of only 22 individuals statewide to be honored for her exemplary performance in daily duties, demonstrating dedication and exceptional service behind the scenes. For Carreon, receiving this honor was not just a personal achievement but also a testament to the vital role telecommunications officers play in ensuring the smooth operation of emergency services. Mayor Ambrosio Hernandez, M.D., congratulated Carreon, stating, “We congratulate you on this award and for representing the City of Pharr and encourage you to keep up the great work.” This recognition highlights Carreon’s crucial role in public safety communications and her ongoing commitment to serving the Pharr community.
Pharr Proclaims April 2025 as World Wish Month
In celebration of “World Wish Month,” the City of Pharr proudly presented a proclamation recognizing the life-changing work of Make-A-Wish. Held at Top Golf, the event was led by Pharr City Commissioner Dr. Ramiro Caballero, who honored the legacy of Chris Greicius—the young boy whose wish to become a police officer sparked a global movement. Since its founding in 1997, Make-A-Wish Rio Grande Valley has granted over 1,685 wishes to children in Hidalgo, Cameron, Willacy, Brooks, Kenedy, and Starr counties. The proclamation encourages the community to become “WishMakers” and support the mission of bringing hope, strength, and joy to children with critical illnesses.
Pharr Celebrates the Appointment of Kenneth Ennis as President of Texas-NENA
The Pharr City Commission proudly recognized Kenneth Ennis for his recent appointment as the 2025-2026 President of the Texas chapter of the National Emergency Number Association (Texas-NENA), following his successful tenure as Vice-President. This prestigious role highlights Ennis’s continued leadership and dedication to advancing emergency communications across the state, underscoring his commitment to improving 9-1-1 services and public safety. With over 500 members statewide, Texas-NENA is dedicated to advancing emergency communications, focusing on 9-1-1 policy, technology, and operations. As president, Ennis will lead efforts to improve 9-1-1 services across Texas. Pharr Mayor Ambrosio Hernandez, M.D., commended Ennis for his leadership, stating, “Congratulations, we are proud of your appointment and the impact it will have on public safety statewide.” Ennis’s new role highlights Pharr’s commitment to excellence in emergency response services.
Commission Appoints Daniel Gonzalez as Alternate Municipal Judge
The Pharr City Commission has appointed Daniel Gonzalez as the new Alternate Municipal Judge, following the retirement of the previous judge, Rodolfo Martines, on December 2, 2024. Gonzalez’s appointment ensures the continued efficient operation of the municipal court, filling a crucial role in the administration of justice within the city.
Pharr Extends Declaration of Disaster Following Severe Weather
The Pharr City Commission approved an Order extending the Declaration of Disaster for the City of Pharr due to widespread and severe damage, injury, and loss of life or property caused by drenching rain, severe thunderstorms, and flooding on March 27 and 28, 2025. On March 27, 2025, the Mayor declared a local state of disaster in accordance with Texas Government Code Section 418.108(a). Following this, the City of Pharr has extended the disaster declaration for an additional seven days or until it is terminated by the City Council, as authorized under Section 418.108(b).
