The Board of Commissioners of the City of Pharr met for a regular meeting on Monday, June 1, 2026, and considered an agenda that included the following highlights:

City Proclaims June 2026 as “Responsible Fatherhood Month”

The Pharr City Commission approved a proclamation declaring June 2026 as “Responsible Fatherhood Month,” recognizing the important role fathers and father figures play in the lives of children, families, and the community. The proclamation highlighted the lasting benefits of positive fathering and co-parenting, emphasizing the emotional support, guidance, and stability that involved fathers provide throughout a child’s life. The proclamation was presented to Pastor David Magallan and Pastor Luis Cabrera, who spoke about the importance of having strong father figures and supporting healthy families. “Thank you to the City of Pharr for your support of this proclamation and our community,” said Pastor Magallan. The proclamation also highlighted the vital role fathers play in helping build stronger families and thriving communities.

Pharr Declares June 2026 as “Elder Abuse Awareness Month”

The Pharr City Commission approved a proclamation recognizing June 2026 as “Elder Abuse Awareness Month” to educate the community about the importance of protecting older adults and individuals with disabilities from abuse, neglect, and exploitation. The proclamation highlighted the valuable contributions older adults make to the community through their knowledge, experience, volunteerism, and service, while also noting that elder abuse remains a significant and often underreported issue across Texas. In 2025 alone, Texas recorded more than 125,000 reports involving abuse of older adults and people with disabilities. The proclamation was accepted by Norma Rodriguez of Family Protective Services, who thanked the City of Pharr for its proactive efforts in the community. “Thank you for supporting our mission to protect older adults and people with disabilities throughout our community,” said Rodriguez. “We are especially grateful for the services of the Pharr Mental Health Unit, which works closely with us in identifying these cases,” added Rodriguez. The proclamation also encouraged residents to help prevent, recognize, and report elder abuse whenever it occurs.

City Recognizes PSJA ISD Students Graduating from the Cybersecurity Internship Program

The Pharr City Commission, City Manager Dr. Jonathan B. Flores, and IT Director Jose Peña proudly recognized 13 PSJA ISD students who completed the Methodist Healthcare Ministries Internship Program, an innovative workforce development initiative designed to prepare the next generation of technology professionals. Through the program, students received specialized training in cybersecurity, worked alongside City of Pharr technology staff, and supported community-focused digital literacy efforts. “We are very excited to recognize these 13 graduates who have worked diligently, earning their certificate in cybersecurity, and one student even earned an associate degree in cybersecurity from South Texas College,” said Peña. “Throughout the program, they collaborated with our trainers, assisted with community initiatives, and gained valuable real-world experience. We are proud of everything they achieved.” Each student received a certificate and laptop through the City of Pharr’s Digital Literacy Program, made possible through a partnership with Methodist Healthcare Ministries. Equipped with valuable technical skills, industry knowledge, and hands-on experience, these graduates are now better prepared to pursue higher education and careers in the growing technology and cybersecurity fields. “Congratulations to these amazing young leaders and our partners at PSJA ISD and South Texas College. We are proud of your dedication, and cannot wait to see how your work in cybersecurity will benefit us in the future,” added Mayor Ambrosio Hernandez, M.D.

Christian Rios Named Pharr’s May Trailblazer of the Month

The Pharr City Commission and City Manager Dr. Jonathan B. Flores recognized Christian Rios of the Public Utilities Department as the City’s May Trailblazer of the Month. Rios was honored for his outstanding dedication, professionalism, and commitment to serving both residents and fellow employees. “Christian exemplifies professionalism, ethics, customer service, respect, and takes pride in all his work,” said Public Utilities Director Ruben Rosales. “He’s only been here 2.5 years, and he has already accomplished a lot. We recognize his hard work and dedication and are thankful for it all,” he added. Rios thanked the city commission for the recognition and shared his appreciation for the opportunity to serve the community while continuing to grow professionally within the City of Pharr.

City of Pharr Approves MOU with Grand Canyon University

The Pharr City Commission approved a Memorandum of Understanding (MOU) with Grand Canyon University to expand educational opportunities for City of Pharr employees and their families. Through the partnership, employees, their spouses, and dependents will be eligible to receive a 10% tuition scholarship discount on eligible degree programs offered by the university. The agreement reflects the city’s continued commitment to workforce development and lifelong learning by providing accessible pathways to higher education. By investing in employee growth and professional advancement, the City of Pharr continues to create opportunities that benefit both its workforce and the community it serves.
