In today’s world, it means knowing how to use computers, navigate websites, send emails, use social media responsibly, and access online services like healthcare and banking. It’s about feeling comfortable and confident with technology—no matter your starting point.
Digital literacy isn’t just about using devices. It’s about understanding how technology works, knowing how to stay safe online, and being able to solve problems when things don’t go as planned. Whether you’re a complete beginner or someone looking to refresh your skills, digital literacy is learnable at any age.
Why Digital Literacy Matters for Your Future

Digital Literacy and Connectivity in the Rio Grande Valley
The Rio Grande Valley is a vibrant, growing region, but like many communities, it faces challenges when it comes to technology access and digital skills. Many residents, especially seniors and those in lower-income households, have limited access to computers or reliable internet. Others may have devices but lack the confidence or knowledge to use them effectively.
The digital divide—the gap between those with technology access and those without—affects real people in our Valley communities. When residents can’t access digital tools, they miss out on job opportunities, fall behind in their education, and struggle to access essential services. Children may lack the resources to complete homework. Seniors may feel isolated or vulnerable to scams. Small business owners may struggle to compete in an online marketplace.
Closing this gap requires action. It takes affordable internet, access to devices, and most importantly, education and training that helps people of all ages develop the confidence and skills to thrive in a digital world. That’s why community organizations, local government, and partners are working together to bring digital literacy opportunities to the Rio Grande Valley.
What Pharr is Doing to Help
The City of Pharr is taking bold steps to bridge the digital divide and empower residents with the skills they need to succeed. In January 2025, Pharr launched the Pharr Connect Digital Literacy Program, a transformative three-year initiative funded by a $3.2 million grant from Methodist Healthcare Ministries of South Texas. This is a serious investment in your community’s future.
The Pharr Connect Digital Literacy Program
The Pharr Connect Digital Literacy Program offers free digital skills training designed specifically for adult learners. Here’s what makes it special:
Three Levels, Right for You
Whether you’ve never touched a computer or just need a refresher, Pharr offers courses at your level:
- Beginner Level: Learn the basics—how to use computers, connect to the internet, navigate websites, and use email. Perfect if you have little to no experience.
- Intermediate Level: For those with some experience who want to build confidence. You’ll learn about different types of computers, internet safety, and digital tools beyond the basics.
- Proficient Level: If you’re already comfortable with technology, strengthen your skills in Microsoft Word and Excel, master Windows operating system features, and understand your digital footprint and online privacy.
Free Training + Free Laptops
Here’s the best part: training is completely free, and many students receive a brand-new laptop upon graduation. You don’t need your own computer to participate—Pharr provides everything you need. All you need to bring is yourself and your willingness to learn.
Classes meet twice a week on alternating days and are offered in the morning, afternoon, and evening to fit your schedule. Courses are taught in both English and Spanish so language is never a barrier.

All classes take place at the Pharr Connect Innovation & Technology Center at 104 W Polk Ave, Pharr, TX 78577—a dedicated space designed to support your learning journey.
Who Can Enroll
The program is open to adult residents of Pharr who are 18 years and older. (The city has plans to expand the program to other Rio Grande Valley communities in the future!)
