Prior to joining the City of Pharr, Yllades served as Communications Director for the City of Alamo, where she developed the city’s communications department from the ground up. Beginning as a one-person operation, she transformed it into an award-winning team recognized at both the state and national levels, earning more than a dozen honors in just two years for excellence in government media, digital storytelling, and public information campaigns. Before her leadership role in Alamo, Yllades spent three years with the City of McAllen as a reporter/producer, where she further developed her expertise in municipal communications and public engagement. Her career began in broadcast journalism, with experience at local television stations including Telemundo and KRGV News Channel 5, where she worked in both English and Spanish media environments.

“We are excited to welcome Lya to the City of Pharr team,” said Kenia Gomez, Director of City Communications. “Her proven leadership, creativity, and commitment to effective public communication will strengthen our ability to connect with residents, tell our story, and continue elevating the high standard of excellence our community expects,” she added.

In her new role, Yllades will oversee strategic communications, media relations, digital messaging, branding initiatives, and creative efforts for the City of Pharr. She will play a key role in enhancing the city’s connection with residents through clear, innovative, and impactful communication.

“I am honored to join the City of Pharr and contribute to a community that is dynamic, forward-thinking, and deeply connected to its residents,” said Yllades. “I look forward to helping tell Pharr’s story and building meaningful communication that reflects the city’s growth, vision, and people.”

Pharr City Report for 4/6/2026

The Board of Commissioners of the City of Pharr met for a regular meeting on Monday, April 6, 2026, and considered an agenda that included the following highlights:

City of Pharr Proclaims April as Fair Housing Month

The Pharr City Commission approved a proclamation declaring April 2026 as Fair Housing Month, recognizing the importance of ensuring equal housing opportunities for all residents. The proclamation highlights the significance of the Federal Fair Housing Act and encourages the community to support efforts that promote fair and inclusive housing across all neighborhoods. The recognition was presented alongside board members and staff of the Pharr Housing Authority. Pharr Housing Authority Board President Mario Lizcano shared that the organization currently serves over 3,200 residents in the City of Pharr and expressed appreciation for the team’s continued dedication. “Thank you to our Pharr Housing team and Interim Director Lazaro Guerra for continuing to meet the needs of our city and for working with our residents to provide a community for our families,” said Lizcano. He also thanked Mayor Ambrosio Hernandez and the Pharr City Commission for their continued support and leadership.

Pharr Proclaims April 6-10, 2026, as National Community Development Week

The Pharr City Commission approved a proclamation declaring April 6–10, 2026, as National Community Development Week, recognizing the impact of the Community Development Block Grant (CDBG) program in supporting public services, housing programs, and community development initiatives. The program has helped build strong partnerships between local government, residents, and nonprofit organizations to serve low- and moderate-income communities. The proclamation was presented by Sandra Regalado, CDBG Manager for the City of Pharr, alongside staff members and partner organizations, including members of To Give International and Ave Frontera. Regalado shared that this marks the 52nd anniversary of the CDBG program, with the City of Pharr administering the program for 32 years and currently managing 72 entitlements. The city will also host a community celebration in recognition of the program’s 52nd anniversary and its continued impact.

Pharr Proclaims April 5–11, 2026, National Public Safety Telecommunicators Week

The Pharr City Commission approved a proclamation declaring April 5–11, 2026, as National Public Safety Telecommunicators Week, recognizing 9-1-1 telecommunicators as the vital link between the public and emergency responders. These highly trained professionals, often referred to as the “unseen first responders,” provide critical communication, rapid decision-making, and life-saving guidance during emergencies, ensuring the effectiveness of police, fire, and EMS services. The proclamation was presented by Danny Ramirez, Interim Public Safety Communications Director and Pharr EMS Chief, alongside members of the Pharr Telecommunications staff. “Our telecommunicators are the calm in the chaos and the first voice our residents hear in their most critical moments, whether it’s a medical emergency, a fire, or a call for police assistance,” said Ramirez. “They manage high call volumes, make life-saving decisions, and provide safety and calm for our residents. We appreciate all that they do,” he added. The City of Pharr is thankful for its outstanding telecommunications personnel and the care, dedication, and professionalism they bring to serving the community each day!
