Pharr Proclaims February 2025 as Children’s Grief Awareness Month
The Pharr City Commission has officially proclaimed February 2025 as Children’s Grief Awareness Month, recognizing the profound impact of grief on young people and the need for greater community support. The proclamation, accepted by Bill Reagan, Executive Director of the Children’s Bereavement Center of the Rio Grande Valley, emphasizes that many grieving children suffer in silence due to a lack of awareness and understanding, often leading to feelings of isolation. By designating this month for awareness, the City of Pharr aims to educate the public, encourage open conversations, and foster a compassionate environment where children feel safe and supported. The Children’s Bereavement Center of the Rio Grande Valley, with locations in McAllen and Harlingen, offers a vital network of support, providing individual and group counseling, family guidance, and specialized programs designed to help children and families navigate the healing journey after loss. “We want you to know that we offer our services to any grieving child at no cost whatsoever,” said Reagan. “Our services are completely free and paid for through grants and donations,” he added. “We invite any child who is going through a difficult time and their families to take advantage of our services,” Reagan continued.
Pharr Celebrates February 2025 as Black History Month
The Pharr City Commission has proclaimed February 2025 as Black History Month, honoring the contributions of Black Americans and celebrating this year’s theme, “African Americans and Labor,” which highlights their impact on the workforce. The proclamation was accepted by Alphonzo Gatling of Village in the Valley (ViVa), a nonprofit dedicated to community engagement, economic empowerment, cultural connection, and education in the Rio Grande Valley. The City of Pharr is deeply committed to equity and inclusion, recognizing and celebrating the contributions of Black residents in business, academics, sports, music, and more, as part of its mission to foster a diverse and inclusive community. Mr. Gatling thanked the Pharr City Commission for their support. “We are excited about getting Black History Month Started and we thank you for your continued support of our events and outreach,” said Gatling.
Pharr Calls for General Municipal Election on May 3, 2025
The Pharr City Commission has approved, on first reading, an ordinance calling for a General Municipal Election on Saturday, May 3, 2025, for the election of City Commissioners for Places 2, 3, and 4. The ordinance also designates election precincts and polling places for voters. The last day to file for a place on the ballot is Friday, February 14, 2025, at 5:00 p.m.
City Commission Appoints Carlos Alaniz to Golf Advisory Board
The Pharr City Commission has approved a resolution appointing Carlos Alaniz to serve on the Golf Advisory Board. In this role, Alaniz will collaborate with board members to enhance golf-related initiatives, support facility improvements, and promote the sport within the community.
Pharr Partners with Healthy Kids and Teens of South Texas to Provide Free Meals
The Pharr City Commission approved a Memorandum of Understanding (MOU) with Healthy Kids and Teens of South Texas, Inc. to expand its free meals program for children. Over the past six years, the organization has provided more than 225,000 free meals at seven locations in Hidalgo County. Through this partnership, Jones Box Park would serve as a new site where children can receive free after-school suppers, further supporting the city’s Quality of Life initiatives. The program comes at no cost to families, with the city providing Jones Box Park as a designated meal site to ensure more children have access to nutritious food.

Pharr Celebrates 2025 State of the City Address with Theme of “Transformation”

Pharr, Texas – The City of Pharr hosted its highly anticipated 2025 State of the City Address on Tuesday, January 21, 2025, at the Pharr EMS Headquarters. This year’s theme, “Transformation,” underscored the city’s dynamic progress and forward-thinking initiatives that are reshaping Pharr into a regional leader in innovation, trade, and community development.
The event featured Pharr native and Master of Ceremonies, Gilbert Zepeda, a national sports Emmy Award-winning producer who has worked with FOX Sports, Prime Video, and NFL Network. Mayor Ambrosio Hernandez, M.D., delivered an inspiring keynote address highlighting the city’s accomplishments and vision for the future.
“Transformation is more than just change—it is about creating opportunities, empowering individuals, and setting a new standard for excellence in everything we do,” said Mayor Hernandez. “Together, we are building a city that is adaptable, innovative, and united for the betterment of our community.”
During his speech, Mayor Hernandez detailed Pharr’s remarkable milestones over the past year, including:
Broadband Connectivity: Pharr Connect has provided over 50% of households with lightning-fast broadband in its first year.
Infrastructure Expansion: Over $120 million was invested in improvements at the Pharr International Bridge, enhancing trade and commerce.
Community Engagement: Hosting more than 90 free community events annually, fostering unity and cultural pride.
Public Safety Enhancements: New initiatives like Pharr EMS’s life-saving services and expanded mental health resources.
Transportation Improvements: More than $321 Million was invested in the reconstruction of major roads and $17.2 Million was invested in repaving city roads.
During his remarks, Mayor Hernandez emphasized the transformative impact of fostering a mindset rooted in community partnerships, regional collaboration, and leadership through comprehensive training. This forward-thinking approach has revolutionized how the City of Pharr operates, enabling the swift and efficient execution of projects that drive progress, innovation, and ultimately, transformation.
Mayor Hernandez proudly announced Dr. Anabelle Palomo, CEO of RGV College, as the recipient of this year’s prestigious Polo Palacios Service Award. This annual award honors individuals who exemplify the dedication and leadership of its namesake. Dr. Palomo was recognized for her transformative impact on higher education and her commitment to empowering students across the Rio Grande Valley.
Each year, the City of Pharr proudly gives back by donating excess funds raised from the State of the City event, made possible through generous sponsor contributions, to nonprofit and community organizations dedicated to transforming lives and enhancing the quality of life for families in Pharr and surrounding areas. This year, Mayor Ambrosio Hernandez honored the incredible talent and hard work of the theater departments at PSJA North, PSJA Southwest, and Vanguard Academy, presenting each with a $5,000 donation to support their creative programs and inspire future generations.
The last award to be presented was the Team Pharr Award, recognizing the outstanding contributions of thePublic Safety Communications Department. Their unwavering commitment to safeguarding Pharr’s residents and delivering swift, reliable emergency responses exemplifies the city’s mission of transformation and empowering the community.
The address concluded with Mayor Hernandez announcing the city’s transformational journey and work from 2015 to 2025. “Pharr has achieved a lifetime of successes in just a decade,” he remarked. “The state of our city is constantly TRANSFORMING… becoming a better version of the ideal vision for our city, and FOR YOU!”

City Launches Pharr Connect Digital Literacy Program with $3.2M Grant to Advance Digital Equity

Pharr, Texas – The City of Pharr is excited to announce the launch of its Pharr Connect Digital Literacy Program, a transformative initiative funded by a $3.2 million grant from Methodist Healthcare Ministries of South Texas, Inc. (MHM). The three-year program, running from 2024 to 2026, aims to bridge the digital divide and promote health equity by enhancing digital literacy, expanding access to technology, and providing valuable resources to Pharr residents.
Methodist Healthcare Ministries is investing over $21 million across South Texas to promote digital equity and ensure that communities have access to broadband, devices, and the skills to use technology effectively.
“At Methodist Healthcare Ministries, we believe that by investing in advancing digital equity, we are not just helping communities to bridge the digital divide, but are also empowering them to access opportunities, connect with vital resources, and take charge of their well-being,” said Jaime Wesolowski, President & CEO of Methodist Healthcare Ministries, in a press release announcing the grant awards. “Our commitment to funding digital equity, evidenced by this investment across Texas, is a testament to our belief that everyone deserves the tools and skills to thrive in the digital age,” he continued.
The funding provided to Pharr will enhance the City’s ability to connect residents with essential digital resources, promote public benefit adoption, and strengthen its community spaces.
The Pharr Connect Digital Literacy Program, part of the broader Pharr Connect initiative, will fund critical programs and resources, including:
Digital Literacy Training Program: Designed to build residents’ digital skills and provide access to essential resources like telehealth and public services.
Laptop Distribution: The program will distribute 600 laptops in 2024, 1,000 laptops in 2025, and 1,000 laptops in 2026 to participants who complete the digital literacy training.
Student Internships & Staff Expansion: The grant will fund new positions and internships to ensure the success and sustainability of the program.
Cyberbullying Prevention and Mental Health Support: Through a partnership with Calix, the program will provide up to 1,000 subscriptions to Bark, a cyberbullying and mental health software designed to protect minors.
The City of Pharr is excited to announce that registration for digital literacy training is now open to Pharr residents. Those who complete the training will not only gain essential skills but will also receive a new laptop upon graduation. Classes will be offered in beginner and intermediate levels in both English and Spanish. Each class is expected to accommodate about 20 students at a time. The courses are expected to last 4 to 7 weeks depending on skill level. In addition to digital literacy, the city plans to collaborate with external partners to offer training in areas like public health, financial literacy, higher education opportunities, and workforce development.
Mayor Ambrosio Hernandez, M.D., emphasized the program’s significance by stating, “The Pharr Connect Digital Literacy Program is a transformative initiative for Pharr. By equipping our residents with access to technology and essential digital skills, we are empowering them to connect with vital services, enhance their well-being, and unlock new educational and professional opportunities.” He further added, “We are grateful to Methodist Healthcare Ministries for this incredible investment in our community’s future, and we are excited to see the positive and transformative impact this program will have over the next three years.”

City of Pharr Accepts Healthier Texas Challenge Pledge, Vies for Fifth Consecutive Win
The Pharr City Commission enthusiastically accepted the annual Healthier Texas Challenge pledge. Abel Molina, Interim Director of Special Events, presented the challenge to the commission. The City of Pharr is proud to partner with Healthier Texas (formerly It’s Time Texas), a nonprofit dedicated to improving health across the state by reducing preventable diseases and increasing access to care. Having won the Medium Size category of the challenge for four consecutive years, Pharr invites the community and city employees to join this year’s efforts to aim for a fifth straight victory. “We invite everyone to join us as we accept this year’s challenge and work together towards a healthier lifestyle,” said Molina. “As part of the challenge, we will host several community events in the next few months,” he added. “We remind you to check our city social media pages for updates,” continued Molina. Together, we can promote healthier lifestyles and continue building a stronger, healthier future for all Texans.
City Leaders Recognized for Completing Certified Public Manager Program
The Pharr City Commission proudly recognized Dr. David Friedlein and Hilda Pedraza, Assistant City Managers; Alberto Gonzalez, Assistant Fire Chief; and Alessandra Garcia, Assistant City Clerk, for successfully completing the rigorous 14-month Certified Public Manager Program. This prestigious program equips public servants with advanced skills to enhance organizational effectiveness and foster innovation in public service. Graduates are better prepared to lead with vision and dedication, driving meaningful improvements for the City of Pharr and its residents. “Congratulations, we are proud to recognize these individuals for their hard work, effort, and for taking the next step in their professional development by completing this rigorous program,” said City Manager Dr. Jonathan Flores. “We commend you for embarking on this journey and are excited about the valuable knowledge and innovative practices you will bring to our Team Pharr family,” added Pharr City Commissioner Bobby Carrillo.
Pharr EMS Commended for Life-Saving On-Scene Blood Transfusion
The Pharr City Commission commended members of Pharr EMS for their swift and life-saving response during a critical emergency, highlighting the success of the newly implemented pre-hospital whole blood transfusion program. This initiative equips Pharr EMS medics to provide life-saving treatment for patients experiencing life-threatening trauma. Under specific circumstances, medics are trained to evaluate patients, ensure they meet the criteria and administer whole blood directly at the scene. Only two other providers in the region currently carry whole blood. On December 29, 2024, Medic 4, staffed by Paramedic Vanessa Girola and Advanced EMT Elsa Castillo, responded to a severe bleeding emergency in South Pharr. Recognizing the critical nature of the patient’s condition, marked by an altered mental state and dangerously low blood pressure, Shift Captain Andrew Gonzalez quickly delivered whole blood to the scene for a transfusion. Thanks to their timely intervention, the patient’s condition stabilized, with blood pressure improving from 81/40 to 123/61 before being transported to a local hospital. Less than a month after launching the whole blood program, this event marked its first successful application in the field. EMS Chief Danny Ramirez praised the crew’s clinical excellence, stating, “This prompt and innovative care highlights our commitment to providing the best pre-hospital care in the Rio Grande Valley. We are grateful to the Mayor and the City Commission for supporting this program and enabling us to deliver advanced care to our community.” Girola, Castillo, and Gonzalez were presented with the Clinical Excellence Commendation for their exceptional teamwork and quick action that made a profound difference in the patient’s outcome. Pharr EMS continues to set the standard for advanced emergency medical services, reinforcing its mission to ensure a safe and secure community while delivering excellence every day.
Commission Appoints New and Returning Board Members
The Pharr City Commission approved the appointment and reappointment of members to key city boards, reinforcing its commitment to community development and engagement. Romeo Cantu and Marisa Oliva were reappointed to the Keep Pharr Beautiful Board. Additionally, Mario Lizcano, Reynaldo Perez, and Michael Pacheco were reappointed to the Pharr Economic Development Corporation II Board of Directors, joined by newly appointed member Romeo Cantu. These appointments highlight Pharr’s dedication to fostering progress and collaboration across the community.
