City of Pharr to Host $1M Check Presentation for New PossAble Dream Adult High School on Tue., 4/29 @ 10 AM

Pharr, Texas – The City of Pharr will host a special check presentation ceremony to celebrate its $1 million donation to The PossAble Dream Foundation—a pivotal investment in launching The PossAble Dream Adult High School, a first-of-its-kind public high school for adults up to age 50 in South Texas.
The presentation will take place at 10 AM on Tuesday, August 29, 2025 at the Pharr Events Center (3000 N. Cage Blvd.) in Pharr.
The tuition-free school will offer adults up to 50 years of age the opportunity to earn a traditional high school diploma along with industry-based certifications, employability training, and college coursework. To ensure student success, the program will also provide vital support services—including transportation, childcare, mental health counseling, job placement assistance, and pathways to higher education.
Set to open in Fall 2025, the school’s headquarters will be housed in the former Pharr Events Center in Pharr, positioning the city at the heart of a transformative regional education initiative. The Texas Education Agency (TEA) -authorized school will serve students ages 18 to 50 from Cameron, Hidalgo, Willacy, Starr, Jim Hogg, Webb, and Zapata Counties at sites in Pharr, Brownsville and Laredo with satellite locations to open in response to enrollment demand.
The PossAble Dream Adult High School will prioritize students without a high school diploma or GED, and, if space allows, will also accept individuals who currently hold a GED but wish to return to school to earn a traditional diploma and obtain an industry-recognized credential. This inclusive and forward-thinking approach is designed to improve educational outcomes, expand workforce readiness, and uplift entire families.
Dr. Daniel P. King, Founder of The PossAble Dream Foundation, thanks Pharr Mayor Dr. Ambrosio Hernandez and the Pharr City Commission for their commitment to increase the educational attainment and workforce readiness levels of the citizens of Pharr and surrounding communities.
“Our vision for The PossAble Dream Adult High School is to empower adult learners to complete their education and help transform their lives and our communities,” Dr. King said. “In order to raise the standard of living in Deep South Texas, we must attract and grow business and industry through a better educated and skilled workforce.”
The PossAble Dream Foundation is confident other communities and philanthropic minded individuals, will see the value of this school and will partner and invest to increase our capacity to serve adults throughout the region.
“Our investment is about more than dollars—it’s about dignity, opportunity, and the future of our community,” said Pharr Mayor Dr. Ambrosio Hernandez. “By supporting adult learners in completing their high school education, we are building a stronger, more skilled workforce that can transform lives across our region—and it all starts right here in Pharr.”
In its first year, the school aims to enroll 900 students and expand to serve up to 2,000 in its first five years. Educational partners such as South Texas College, Laredo College, Texas Southmost College, and Texas State Technical College will help deliver dual enrollment opportunities, continuing education, and access to state-of-the-art facilities.
“We can change the story of Deep South Texas” said Dr. King. “With the support of the civic, business, and philanthropic communities, we can significantly elevate the educational attainment in our region, improve our economic story, and enhance the quality of life. This will uplift thousands of adults in this area and the impact will be felt for generations to come.”

About The PossAble Dream Adult High School
Recently authorized by the Texas Education Agency (TEA), the new school serving Cameron, Hidalgo, Willacy, Starr, Jim Hogg, Webb and Zapata Counties, will address the educational and training needs of the residents of Deep South Texas who lack a high school diploma. This new public high school for adults up to age 50 will expand to serve a number of South Texas communities to achieve regional impact.
In addition to receiving their high school diploma, adults who enroll will receive industry-based certifications, employability training, and the opportunity to take college coursework at no cost. The program will partner with businesses and other local entities to offer internship and apprenticeship opportunities. Upon completion of the program, job placement assistance will be provided, as well as transition support to continue with higher education studies.
Darcia Cuellar (former Principal of the PSJA ISD College, Career, and Technology Academy, the first public adult high school in Texas serving 18-26 year olds) who currently works at Region One ESC helping area districts establish similar programs, has been selected as the Superintendent of The PossAble Dream Adult High School.

Pharr Takes First Place in 2025 Healthier Texas Community Challenge Mid-Size Community Category
The City of Pharr has once again demonstrated its commitment to fostering a healthy community, earning top honors in the prestigious 2025 Healthier Texas Community Challenge. This marks the 8th time Pharr has received this esteemed recognition, a testament to the city’s ongoing dedication to wellness and active living. Abel Molina, Special Events Director for the City of Pharr, made the exciting announcement during a recent City Commission meeting, where Ricardo Parra, Program Manager for Healthier Texas, presented the award to the Commission. “I am proud to announce that the City of Pharr placed First in the Healthier Texas 2025 Community Challenge for the Mid-Size Community Category,” Molina said, sharing the pride of the city’s achievement. Parra expressed his admiration for Pharr’s impressive participation, emphasizing the numbers behind the success. “The community of Pharr earned 1.8 million points, logged over 1,000 miles, and dedicated more than 68,000 minutes to physical activity through our Community Challenge app. These numbers are more than just data; they represent a community that shows up, supports one another, and prioritizes health,” Parra noted. “Thank you for leading by example and inspiring others throughout the state.” This achievement not only reflects the hard work of the citizens of Pharr but also underscores the city’s commitment to promoting health and wellness across the region.
City Proclaims April 21-25 as National Community Development Week
The Pharr City Commission proudly approved a proclamation recognizing April 21-25, 2025, as National Community Development Week, joining cities across the country in highlighting the impact of the Community Development Block Grant (CDBG) program. Now in its 51st year, CDBG continues to play a vital role in supporting housing, infrastructure, and services that uplift underserved communities. Elizabeth Diaz, Director of Grants Management for the City of Pharr, along with her dedicated team, accepted the proclamation. “We’re proud to celebrate 51 years of the CDBG program, which has transformed lives and neighborhoods across Pharr,” Diaz stated. “This week is not only a celebration of progress but a reminder of our continued commitment to empowering residents through these grants.” To commemorate this milestone, the community is invited to a special CDBG Week Celebration on Thursday, April 24, 2025, from 5:30 p.m. to 7:30 p.m. at The Hub at Downtown Park (200 S. Cage Blvd). The event will feature community resources, family-friendly activities, and an opportunity to learn more about the city’s ongoing CDBG-funded projects. Pharr Recognizes April as Fair Housing Month
The Pharr City Commission has officially declared April 2025 as Fair Housing Month, reaffirming the City’s dedication to ensuring equal access to housing opportunities for all. The proclamation recognizes the passage of the Fair Housing Act in 1968, which prohibits housing discrimination based on race, color, religion, sex, disability, familial status, and national origin. The proclamation was accepted by the City of Pharr’s Grants Management Department. Assistant Director Napolean Coca expressed the department’s continued commitment to this mission, stating, “We celebrate Fair Housing Month and our commitment that everyone has equal access to safe and affordable housing through the projects we undertake with the CDBG grant.” He added, “Fair Housing is not just a right but an opportunity for all families to thrive.” The City of Pharr remains steadfast in its efforts to create inclusive communities and encourages all residents to support practices that promote housing equity and opportunity.
Pharr Declares April as Autism Awareness Month
The Pharr City Commission proclaimed April 2025 as Autism Awareness Month, underscoring the city’s continued commitment to inclusivity and awareness. The proclamation highlights the growing prevalence of autism, now affecting approximately 1 in 36 children nationwide and over 449,000 individuals in Texas alone. With early intervention and support, individuals on the spectrum can lead significantly improved lives. Niko Tapangan, Public Health Director for the City of Pharr, and Veronica Quintana, Special Education Director for PSJA ISD, accepted the proclamation along with four students from PSJA’s 18+ program, Pathways Towards Independence. “We serve over 750 students in the district with varying levels of autism, and we celebrate these students’ strengths while working with them toward resilience and successful futures,” said Quintana. Through this proclamation, the City of Pharr continues to highlight the importance of understanding, acceptance, and support for individuals with autism and its dedication to promoting awareness and advocating for a more inclusive future for all members of the community.
City Proclaims April as Child Abuse and Prevention Month
The Pharr City Commission declared April 2025 as Child Abuse and Prevention Month, affirming the city’s commitment to safeguarding children and supporting families. The proclamation emphasizes that children are among our most valuable and vulnerable assets, and that ensuring their safety, stability, and nurturing environment is a shared responsibility across the community. Danny Ramirez, Pharr EMS Chief, accepted the proclamation alongside members of his command staff and representatives from Driscoll Children’s Hospital, including Dr. Maryann Alvarez Griffis, the Rio Grande Valley’s first pediatric child abuse physician. “We thought it was important to partner with Driscoll Children’s Hospital in honor of the proclamation, as it allows us to not only recognize their invaluable work but also shed light on their ongoing efforts to help combat child abuse in our community,” said Ramirez. Through this proclamation, the City of Pharr reinforces its dedication to creating a strong network of support among citizens, agencies, and institutions to prevent child abuse and ensure every child has the opportunity to grow and thrive.

Pharr, Texas – The City of Pharr’s Grants Management & Community Development Department is now accepting applications for the Community Development Block Grant (CDBG) Program for Program Years 2025–2026.
This funding opportunity is open to nonprofits, public agencies, and other eligible organizations working to improve the quality of life for Pharr residents. The CDBG Program supports projects that address community needs, such as housing and public services.
To apply, interested organizations can pick up an application packet at the Grants Management & Community Development Office, located at 118 S. Cage Blvd., Pharr, TX. Pharr, Texas – The City of Pharr invites the community to register for the highly anticipated Pharr Warrior Race, taking place on Saturday, May 10, 2025, at the Pharr Natatorium located at 3001 N. Cage Blvd, Pharr, Texas 78577.
This is more than a race, it’s a celebration of strength, endurance, and community spirit!
This dynamic race event will challenge participants with a 100-meter swim, a 6-mile bike ride, a 2-mile run, and an adrenaline-pumping obstacle course. All participants must bring their own bike and helmet. No relays will be allowed.
Race day check-in begins at 6:00 AM, and the race officially kicks off at 7:00 AM. Participants must register by April 16, 2025, to receive an official race t-shirt.
Entry fees are $50 for general participants and $25 for students under the age of 18. The event features exciting cash prizes for the top performers in the 18+ category: $250 for 1st place, $150 for 2nd place, and $50 for 3rd place. Medal prizes will also be awarded to the top three students (under 18) in both male and female categories.

The Pharr City Commission approved a proclamation declaring April 6-12, 2025, as National Library Week. The proclamation highlights the dedication and courage of Animal Control Officers, who routinely put themselves in potentially dangerous situations to protect the public from aggressive or sick animals, investigate cases of animal abuse and neglect, and enforce laws and regulations to prevent disease and ensure humane care. The Pharr City Commission proclaimed April 13–19, 2025, as National Public Safety Telecommunicators Week, recognizing the essential work of 9-1-1 telecommunicators who serve as the critical link between the community and emergency responders. Kenneth Ennis, Public Safety Communications Director for the City of Pharr, was joined by members of his department to accept the proclamation. “Our team does an amazing job answering calls and providing dispatching services, and we are proud of the amazing team we have built,” said Ennis. Often referred to as the “unseen first responders,” telecommunicators operate behind the scenes with professionalism and composure, delivering life-saving assistance, coordinating responses, and supporting law enforcement, fire departments, and emergency medical services. Their dedication to public safety under pressure exemplifies true service and resilience. Through this proclamation, the City of Pharr extends its heartfelt gratitude and appreciation for their unwavering commitment to safeguarding the community and providing exceptional service in guiding residents through emergencies.
Pharr Recognizes April 17th as Testicular Cancer Awareness Day
The City of Pharr has declared April 17, 2025, as Testicular Cancer Awareness Day. Testicular cancer, the most common cancer among men aged 15-35, affects over 9,720 men annually, with approximately 600 cases resulting in death. This proclamation recognizes the courage of survivors, supports those currently fighting, and honors those who have lost their lives. It also underscores the crucial role of healthcare workers in improving detection and treatment options. The proclamation was presented to Mario Lizcano, Administrator of Corporate Affairs for DHR Health, and Claudia Chapa, Community Outreach Coordinator for DHR Health. “We thank you for providing a platform for DHR Health to continue to provide education and community awareness and the opportunity to provide the screenings and testing that are available for all our community,” said Lizcano. On Testicular Cancer Awareness Day, the City of Pharr encourages men to consult with their doctors and calls on the community to increase awareness in the ongoing fight against this disease.
Pharr Recognizes Jenafer Carreon for Receiving the State of Texas Silent Hero Award
The Pharr City Commission and Kenneth Ennis, Public Safety Communications Director for the City of Pharr, recognized Jenafer Carreon, a Telecommunications Officer, for receiving the prestigious State of Texas Silent Hero Award at the Texas Public Safety Communications State Conference. Carreon was one of only 22 individuals statewide to be honored for her exemplary performance in daily duties, demonstrating dedication and exceptional service behind the scenes. For Carreon, receiving this honor was not just a personal achievement but also a testament to the vital role telecommunications officers play in ensuring the smooth operation of emergency services. Pharr Proclaims April 2025 as World Wish Month
In celebration of “World Wish Month,” the City of Pharr proudly presented a proclamation recognizing the life-changing work of Make-A-Wish. Held at Top Golf, the event was led by Pharr City Commissioner Dr. Ramiro Caballero, who honored the legacy of Chris Greicius—the young boy whose wish to become a police officer sparked a global movement. Since its founding in 1997, Make-A-Wish Rio Grande Valley has granted over 1,685 wishes to children in Hidalgo, Cameron, Willacy, Brooks, Kenedy, and Starr counties. The proclamation encourages the community to become “WishMakers” and support the mission of bringing hope, strength, and joy to children with critical illnesses.
Pharr Celebrates the Appointment of Kenneth Ennis as President of Texas-NENA

Commission Appoints Daniel Gonzalez as Alternate Municipal Judge
The Pharr City Commission has appointed Daniel Gonzalez as the new Alternate Municipal Judge, following the retirement of the previous judge, Rodolfo Martines, on December 2, 2024. Gonzalez’s appointment ensures the continued efficient operation of the municipal court, filling a crucial role in the administration of justice within the city.
Pharr Extends Declaration of Disaster Following Severe Weather
The Pharr City Commission approved an Order extending the Declaration of Disaster for the City of Pharr due to widespread and severe damage, injury, and loss of life or property caused by drenching rain, severe thunderstorms, and flooding on March 27 and 28, 2025. On March 27, 2025, the Mayor declared a local state of disaster in accordance with Texas Government Code Section 418.108(a). Following this, the City of Pharr has extended the disaster declaration for an additional seven days or until it is terminated by the City Council, as authorized under Section 418.108(b).

Easter EggStravaganza, hosted by the Pharr Memorial Library, will feature an Easter egg hunt with over 15-thousand eggs, games, prizes, and snacks! Registration for the egg hunt will take place on-site at the Pharr Sports Complex Park (201 E. Moore Rd.) beginning at 9 AM. The egg hunt will begin at 10 AM.
The Easter Scavenger Hunt takes the search for golden eggs to the streets of Pharr in a unique challenge that tests egg hunters while highlighting Pharr’s businesses. During the scavenger hunt, participants will receive a series of clues that will lead them to different Pharr businesses. The race to gather all the golden eggs leads to the grand prize of $250. Participants must pre-register for this event and must be at least 18 years old. Check-in for this event begins on-site at the Pharr Sports Complex (201 E. Moore Rd.) beginning at 12:30 PM. The Scavenger Hunt starts promptly at 1 PM.
