The Board of Commissioners of the City of Pharr met for a regular meeting on Monday, January 6, 2025, and considered an agenda that included the following highlights:

City of Pharr Accepts Healthier Texas Challenge Pledge, Vies for Fifth Consecutive Win

The Pharr City Commission enthusiastically accepted the annual Healthier Texas Challenge pledge. Abel Molina, Interim Director of Special Events, presented the challenge to the commission. The City of Pharr is proud to partner with Healthier Texas (formerly It’s Time Texas), a nonprofit dedicated to improving health across the state by reducing preventable diseases and increasing access to care. Having won the Medium Size category of the challenge for four consecutive years, Pharr invites the community and city employees to join this year’s efforts to aim for a fifth straight victory. “We invite everyone to join us as we accept this year’s challenge and work together towards a healthier lifestyle,” said Molina. “As part of the challenge, we will host several community events in the next few months,” he added. “We remind you to check our city social media pages for updates,” continued Molina. Together, we can promote healthier lifestyles and continue building a stronger, healthier future for all Texans.

City Leaders Recognized for Completing Certified Public Manager Program

The Pharr City Commission proudly recognized Dr. David Friedlein and Hilda Pedraza, Assistant City Managers; Alberto Gonzalez, Assistant Fire Chief; and Alessandra Garcia, Assistant City Clerk, for successfully completing the rigorous 14-month Certified Public Manager Program. This prestigious program equips public servants with advanced skills to enhance organizational effectiveness and foster innovation in public service. Graduates are better prepared to lead with vision and dedication, driving meaningful improvements for the City of Pharr and its residents. “Congratulations, we are proud to recognize these individuals for their hard work, effort, and for taking the next step in their professional development by completing this rigorous program,” said City Manager Dr. Jonathan Flores. “We commend you for embarking on this journey and are excited about the valuable knowledge and innovative practices you will bring to our Team Pharr family,” added Pharr City Commissioner Bobby Carrillo.

Pharr EMS Commended for Life-Saving On-Scene Blood Transfusion

The Pharr City Commission commended members of Pharr EMS for their swift and life-saving response during a critical emergency, highlighting the success of the newly implemented pre-hospital whole blood transfusion program. This initiative equips Pharr EMS medics to provide life-saving treatment for patients experiencing life-threatening trauma. Under specific circumstances, medics are trained to evaluate patients, ensure they meet the criteria and administer whole blood directly at the scene. Only two other providers in the region currently carry whole blood. On December 29, 2024, Medic 4, staffed by Paramedic Vanessa Girola and Advanced EMT Elsa Castillo, responded to a severe bleeding emergency in South Pharr. Recognizing the critical nature of the patient’s condition, marked by an altered mental state and dangerously low blood pressure, Shift Captain Andrew Gonzalez quickly delivered whole blood to the scene for a transfusion. Thanks to their timely intervention, the patient’s condition stabilized, with blood pressure improving from 81/40 to 123/61 before being transported to a local hospital. Less than a month after launching the whole blood program, this event marked its first successful application in the field. EMS Chief Danny Ramirez praised the crew’s clinical excellence, stating, “This prompt and innovative care highlights our commitment to providing the best pre-hospital care in the Rio Grande Valley. We are grateful to the Mayor and the City Commission for supporting this program and enabling us to deliver advanced care to our community.” Girola, Castillo, and Gonzalez were presented with the Clinical Excellence Commendation for their exceptional teamwork and quick action that made a profound difference in the patient’s outcome. Pharr EMS continues to set the standard for advanced emergency medical services, reinforcing its mission to ensure a safe and secure community while delivering excellence every day.

Commission Appoints New and Returning Board Members

The Pharr City Commission approved the appointment and reappointment of members to key city boards, reinforcing its commitment to community development and engagement. Romeo Cantu and Marisa Oliva were reappointed to the Keep Pharr Beautiful Board. Additionally, Mario Lizcano, Reynaldo Perez, and Michael Pacheco were reappointed to the Pharr Economic Development Corporation II Board of Directors, joined by newly appointed member Romeo Cantu. These appointments highlight Pharr’s dedication to fostering progress and collaboration across the community.

Pharr, Texas – The City of Pharr rang in 2025 with a celebration like no other, hosting 10,185 attendees at the region’s ultimate New Year’s Eve bash. The event, held at Downtown Pharr Park, dazzled guests with a high-energy atmosphere, unforgettable performances, and a stunning drone show that lit up the night sky.

The crowd was electrified by headlining performances from The Spazmatics, whose energetic set kept the party alive, and the vibrant rhythms of La Casetera, which brought the crowd to their feet. As the clock neared midnight, the city’s iconic Ball Drop brought a sense of excitement and unity, culminating in a breathtaking fireworks display that welcomed the new year with a bang.

A highlight of the evening was the mesmerizing drone show, where hundreds of synchronized drones lit up the night sky with dazzling patterns and breathtaking visuals that captivated the audience. Adding a heartfelt touch to the celebration, the City of Pharr collected handwritten wishes from residents, which were then released in a blast of confetti at the stroke of midnight, creating a magical and unforgettable moment.

“We are thrilled to have celebrated the start of 2025 with our incredible community,” said Mayor Ambrosio Hernandez, M.D. “Seeing thousands of families and friends come together to enjoy this spectacular evening is a testament to the strength and vibrancy of our city,” he added. “We look forward to an amazing year ahead, filled with new opportunities and shared successes.”

In addition to the entertainment, guests enjoyed festive party favors, unique photo opportunities, and an electric family-friendly atmosphere filled with joy and community spirit.

Pharr, Texas – The City of Pharr is proud to announce its designation as a finalist for the highly esteemed Malcolm Baldrige National Quality Award, a recognition that honors organizations for exceptional performance excellence.

The Malcolm Baldrige National Quality Award is the nation’s highest presidential honor for organizational performance, excellence in leadership, strategic planning, customer focus, workforce engagement, and operational efficiency.

Earlier this year, the City of Pharr welcomed Baldrige examiners for a series of on-site visits as part of the rigorous evaluation process. These visits provided valuable feedback and insights that will help the city refine its strategies and further enhance its operational excellence for future applications.

This milestone was made possible through the leadership of Melanie Cano, director of the Office of Strategic Excellence, and her dedicated team. Thanks to their thorough training, research, and preparation efforts, the City of Pharr and its employees were fully equipped to successfully participate in the site visits.

“Being selected as a finalist for the prestigious Malcolm Baldrige National Quality Award is a tremendous honor for the City of Pharr,” said Mayor Ambrosio Hernandez, M.D. “While we did not win this year, the site visit by Baldrige examiners highlights the significant progress we’ve made in achieving excellence across our operations,” he continued.

The City of Pharr is excited to build on this achievement and remain dedicated to its pursuit of excellence. As the city continues its journey toward achieving the Malcolm Baldrige National Quality Award, it reaffirms its commitment to delivering the highest level of service and creating a thriving community for all residents.

Pharr, Texas – the Pharr Police Department is requesting the public’s assistance in identifying the male subject depicted. If you have any information regarding his identity, please contact our office at (956) 402-4700 or Pharr Crime Stoppers.

The individual was observed on video walking around an apartment complex on Sugar Road near Nolana Avenue. 

At one point, he approached an apartment and attempted to open the door but fled immediately upon hearing dogs barking.

We urge residents to remain vigilant, ensure all vehicle and home doors are securely locked, and take extra precautions during this holiday season.

City of Pharr to Host Winter Wonderland & Tree Lighting Celebration on Friday, 12/6 at 6 PM

Pharr, Texas – The City of Pharr is excited to kick off the holiday season and invite the community to Winder Wonderland! This festive event features our Tree Lighting event, live music, food, holiday activities, and more! Admission is FREE!

Winter Wonderland takes place on Friday, December 6, 2024, from 6 to 11 PM, in Downtown Pharr (118 S. Cage Blvd). The annual Lighting of the Christmas tree will begin at 7:30 PM.

This year’s entertainment includes performances by local dance teams, Gatos Locos, and a headlining performance by cumbia superstar Pee Wee!

Activities will include an all-new ice rink, photo ops with classic holiday characters, an Elf on the Shelf giveaway, an artificial snow play area, snow sledding, and carnival rides.

Ahead of our event, children in the community are encouraged to write a letter to Mayor Dr. Ambrosio Hernandez explaining why they want to help the mayor flip the switch turning on all the holiday lights.

“I’m excited to invite Pharr’s children to write me a letter sharing why they’d like to help light our city Christmas tree,” said Mayor Ambrosio Hernandez, M.D. “This honored tradition kicks off the holiday season, spreading joy to our entire community and I look forward to reading the letters and sharing this magical moment with the selected participants and our community,” he added. 

Letters will be accepted through November 27, 2024, and can be dropped off at a special mailbox located outside Pharr City Hall.

Join us as well light up Downtown Pharr in an array of colorful and cheerful holiday lights!
