 Emergency Utility Assistance Program

The Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, is a $2.2 trillion economic stimulus bill passed by the 116th U.S. Congress and signed into law by President Donald Trump on March 27, 2020, in response to the economic fallout of the COVID-19 pandemic in the United States.

The City of Pharr has been awarded a second round of CARES Act funding in the amount of $585,145 of which $250,000 will be obligated to administer the Emergency Utility Assistance Program. The funds are designed to immediately support the utility assistance financial needs of City of Pharr residents that are experiencing COVID-19 related hardships.

The Program will not be amended or changed without prior written concurrence from the GMCD Community Development Block Grant (CDBG) program and City of Pharr. The city assures that the CARES Act funds are to better prepare for, prevent, and respond to the coronavirus 2019 (COVID-19).

Eligibility Criteria:

  • Must provide proof of residency status
  • Applicant must qualify under HUD’s Household Income guidelines
  • Must provide financial evidence of economic loss due to the COVID-19 pandemic
  • Must comply with federal program guidelines
