The City of Pharr’s Water Treatment Plant is a treatment facility with a capacity of 19.0 Million Gallons (MG) and a distribution system of four elevated storage tanks. The treatment process consists of disinfection, coagulation, sedimentation, and filtration.

For two decades, the City of Pharr Water Treatment Plant (WTP) has held the rating of “SUPERIOR WATER” from its state regulatory agency Texas Commission on Environmental Quality (TCEQ). It provides public health, fire protection, supports the economy and improves the quality of life for its residents.

The City of Pharr Wastewater Treatment Plant (WWTP) is an Activated Sludge -BNR treatment facility consisting of Screening, Grit Removal, Activated Sludge Treatment, Sedimentation, Filtration, and Disinfection. The WWTP has an 8.0 million gallons per day (MGD) capacity and is the first WWTP in South Texas to have a Biological Nutrient Removal (BNR) system. The BNR is critical in removing phosphorus and nitrates from the influent sewer, both of which can accelerate eutrophication and affect aquatic life. The City of Pharr was recognized through the Arroyo Colorado Watershed Partnership where they received the Texas Environmental Excellence Award from the Texas Commission on Environmental Quality (TCEQ). The City of Pharr WWTP is committed to protecting public health and protecting the environment.

The City of Pharr current service area size is 23 square miles with 415.30 miles of water lines and 301.67 miles of sanitary sewer lines. The Distribution Division operates and maintains the Water Distribution System and Wastewater Collection System. It provides effective and efficient maintenance to its water distribution system to ensure continuous delivery of potable water, adequate pressure, protecting public health and the environment, fire protection, economic growth and quality of life service.

The City of Pharr’s Wastewater Collection System is essential in ensuring sanitary delivery of waste to the Wastewater Treatment Plant for treatment, disinfection and safe environmental discharge. The Distribution Division provides effective and efficient maintenance of the sanitary sewer lines to ensure uninterrupted collection of waste throughout the city.

During a calendar year the Distribution System receives and completes over 3,000 work orders for repairing water breaks and sewer breaks, installing water lines and sewer lines, water and sewer line spotting and manholes, installing and replacing water meters, and fire hydrants. It also participates during review of all new developments.
