The Director of Utilities is responsible for administrative work directing the operation of both water and wastewater systems.  Duties include but are not limited to:

  • Developing plans to meet and serve future residential and commercial growth
  • Preparation and implementation of the departmental budget
  • Responding to public complaints and requests
  • Preparing reports for city council, federal and state agencies
  • Preparing professional services contracts as required
  • Has knowledge of Texas Commission on Environmental Quality (TCEQ) rules and regulations concerning personnel, design, constructions, and permits parameters

Assistant Utilities Director

The Assistant Utilities Director direct and coordinates activities of employees engaged in installation, maintenance, repair, expansion, and relocation of the water distribution system, lifts statins, water and waste water plants. The assistant utilities director is responsible for work performed under administrative direction of the utilities director. The duties are as follows:

  • Plans, schedules, and directs the operation and maintenance of the water distribution and wastewater collection systems and apparatuses;
  • Investigations and takes appropriate action to dispose of complaints;
  • Suggests and implements recommendations for underground utilities and operations and systems improvements
  • Reviews and comments on engineering design;
  • Implements and manages multiple projects including capital improvement projects;
  • Attends plan reviews and pre-construction meetings;
  • Performs other duties as assigned;

Superintendent of Operations

The Utilities Superintendent is responsible for the administrative and technical work in the management of the operation of the water treatment plant and wastewater treatment plant. He directs, and coordinates activities of employees engaged in the installation, maintenance, repair, expansion, and relocation of the water distribution system, sanitary sewer collection system, and lift stations. Duties include but are not limited to:

  • Oversee the operation and maintenance of the Water Treatment Plant and the Wastewater Treatment Plant and Lift Stations.

  • Prepares and submits to the Utilities Director an annual and capital budget for the divisions.

  • Maintain and repair underground utilities systems to assure compliance with standards set by regulatory agencies.

  • Suggests and implements recommendations for underground utilities operations and system improvements.

  • Reviews and comments on engineering design.

  • Implements and manages multiple projects including capital improvement projects.

  • Attends plat review and preconstruction meetings if necessary.

Water and Wastewater Laboratory Manager

Water and Wastewater Laboratory Manager

The Water and Wastewater Laboratory Manager advocates and coordinates quality improvements to the laboratories’ management system and oversees technical functions. Ensures that the management system is established, implemented, and maintained in conformance with requirements of The NELAC Institute Standard (TNI STD). Duties include but are not limited to:

  • Oversight of daily laboratory operation, including assignment of lab staff duties and monitoring performance of testing in the fields of microbiology and chemistry.

  • Purchasing of laboratory equipment and supplies, maintains inventory and instrument maintenance.

  • Coordinates and conducts Internal Audits, Management Reviews, and training programs for personnel.

  • Develops and implements standard operating procedures (SOPs), control and quality assurance procedures; ensures compliance with current work and laboratory safety practices/requirements; synchronizes laboratory activities with other state and federal agencies and entities.

  • Makes budget suggestions for the upkeep of an efficient laboratory.

Water Treatment Plant Supervisor

Duties include insuring the water treatment plant operates in accordance with applicable regulations and permit requirements and to ensure safe and efficient operation of machines and equipment, facilitate flow and treatment of water, and monitor effectiveness of treatment. The duties described below are indicative of what the Water Plant Supervisor may be asked to perform; other duties may be assigned:

  • Provide continuous and effective operation of the City’s water plant(s) by:
  • Insuring scheduled maintenance and repairs are completed in according to operating manuals.
  • Inspecting, diagnosing and repairing pumps, motors, etc.
  • Insuring elevated storage tanks are maintained.
  • Collecting samples and performing tests.

Water Distribution Supervisor

The Distribution Foreman is responsible for the supervision of the work in the maintenance, repairs, and construction of water and sanitary sewer infrastructure system. The Distribution Foreman is also responsible in coordinating and assigning work crews to specific jobs and assists working crew as a “working” foreman, when necessary. The duties are as follows:

  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for water maintenance and distribution as well as maintenance of the sanitary sewer collection system;
  • Supervises the work of crews engaged in installing, cleaning, moving, replacing, or repairing water mains, hydrants, valves, and service lines of various sizes;
  • Checks periodically on work in progress of private contractors;
  • Establish schedules and methods for providing water maintenance services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly

Meter Reader Supervisor

The Meter Reader Supervisor is responsible for  a variety of tasks in establishing schedules and methods for providing water meter operations and services. Participates in the development of goals and objectives, policies and procedures, and work activities, and ensures compliance of established policies and procedures. The Meter Reader Supervisor is under the general supervision of the Distribution Supervisor. The duties include but are not limited to:

  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for water meter reading operations;
  • Assigns account numbers to new water connections,
  • Works closely with the Billing Department concerning customer complaints and delinquent accounts;
  • Handles incoming service orders,
  • Trains and supervises personnel in the reading and recording of water meters.
  • Schedules work of staff and assigns meter readers to various routes;
  • Completes daily work orders;

Wastewater Treatment Plant Supervisor

The Wastewater Treatment Plant (WWTP) Supervisor is responsible for day-to-day operations of the Wastewater Treatment Plant and 34 Lift stations. The WWTP Supervisor is responsible for ensuring that the Treatment Plant and pump stations are maintained and operated in compliance with the TPDES permit. Duties include but are not limited to:

  • Supervise, plan, schedule, assign and review the work of the wastewater operations staff
  • Supervise employees and ensure Standard Operating Procedures are followed
  • Ensure availability of equipment replacement parts to maintain operational compliance and supervise & assist staff and contractors with equipment repairs
  • Ensure safety training and safety manual are up to date and all aspects of training are documented
  • Plan and manage the budget process, including capital projects
  • Manage sludge disposal process

Administrative Assistant

The Administrative Assistant is responsible for providing high-level administrative support by conducting research, preparing statistical reports, handling information requests, and performing clerical functions such as preparing correspondence, receiving visitors, arranging conference calls, and scheduling meetings.

The Administrative Assistant is responsible for routine advanced secretarial work in clerical supporting the department head in connection with the operations of the office. The primary duties include:

  • Manage and maintain executive’s schedule;
  • Prepares invoices, reports, memorandums, letters, financial statements, and other documents, using word processing, spreadsheets, databases, and/or presentation software;
  • Reads and analyzes incoming memorandums, submissions, and reports, in order to determine their significance and plan their distribution;
  • Operates office equipment such as fax machines, copiers, scanners, telephones, radio system, and uses computers for spreadsheets, word processing, database management, and other applications;
  • Processes personnel payroll, sick/annual leave for the department;
  • Open, sort, distribute incoming correspondence, including faxes and e-mail;
  • Files and retrieves corporate documents, records, and reports;
