Ruben Rosales
Public Utilities Director
The Director of Utilities is responsible for administrative work directing the operation of both water and wastewater systems. Duties include but are not limited to developing plans to meet and serve future residential and commercial growth, preparation and implementation of the departmental budget, responding to public complaints and requests, preparing reports for city council, federal and state agencies, preparing professional services contracts as required, and having knowledge of Texas Commission on Environmental Quality (TCEQ) rules and regulations concerning personnel, design, constructions, and permits parameters.

Assistant Public Utilities Director
The Assistant Public Utilities Director supports the Director of Public Utilities in the administrative and operational management of the City’s water and wastewater systems. The Assistant Public Utilities Director assists with the planning, coordination, and oversight of departmental functions, and performs certain Director-level duties in the Director’s absence or as delegated.

Superintendent of Operations
The Superintendent of Operations is responsible for work performed under administrative direction of the Director of Public Utilities and Assistant Utilities Director. The Superintendent of Operations directs, and coordinates activities of employees engaged in installation, maintenance, repair, expansion, and relocation of the water distribution system, sanitary sewer collection system

Aryzbeth Saldana
Waste & Wastewater Laboratory Manager
The Water and Wastewater Laboratory Manager advocates and coordinates quality improvements to the laboratories’ management system and oversees technical functions. Ensures that the management system is established, implemented, and maintained in conformance with requirements of The NELAC Institute Standard (TNI STD).

Manuel Ponce
Water Treatment Plant Supervisor
Duties include insuring the water treatment plant operates in accordance with applicable regulations and permit requirements and to ensure safe and efficient operation of machines and equipment, facilitate flow and treatment of water, and monitor effectiveness of treatment.

Javier Rodriguez
Water Distribution Supervisor
The Distribution Foreman is responsible for the supervision of the work in the maintenance, repairs, and construction of water and sanitary sewer infrastructure system. The Distribution Foreman is also responsible in coordinating and assigning work crews to specific jobs and assists working crew as a “working” foreman, when necessary.

Omahar Badillo
Meter Reader Supervisor
The Meter Reader Supervisor is responsible for a variety of tasks in establishing schedules and methods for providing water meter operations and services. Participates in the development of goals and objectives, policies and procedures, and work activities, and ensures compliance of established policies and procedures.

Rosendo Ovalle
Wastewater Treatment Plant Chief Operator
The Wastewater Treatment Plant (WWTP) Chief Operator is responsible for day-to-day operations and for ensuring that the Treatment Plant and pump stations are maintained and operated in compliance with the TPDES permit.

Diana Martinez
Administrative Assisstant
The Administrative Assistant is responsible for providing high-level administrative support by conducting research, preparing statistical reports, handling information requests, and performing clerical functions such as preparing correspondence, receiving visitors, arranging conference calls, and scheduling meetings.
