The application process for regular liquor permits/license begins with the Texas Alcoholic Beverage Commission (TABC) located at:

Once application is submitted and fees are paid at the TABC Office, the entire application must be forwarded to the City Clerk’s Office for certification. Applications may be submitted in-person or by mail to:

There is no Fee for certification of application and no appointment is need.
ON-PREMISE PERMITS
Applications for on-premise consumption must first apply for a Conditional Use Permit at our Development Services Department located at Pharr City Hall, 118 S. Cage Blvd. – 1st Floor. ALCOHOL PERMIT FEES
Alcohol permit fees vary depending on the type of permit. Below is a list of fees for common permits:
(BF) Beer Retailer’s Off-Premise Permit $30.00
(BQ) Wine and Beer Retailer’s Permit $30.00
(BE) Beer Retailer’s On-Premise Permit $75.00
(BG) Wine and Beer Retailer’s Permit $87.50
(BL) Retail Dealer’s On-Premise Late Hours Permit $125.00
(MB) Mixed Beverage Permit $375.00 (City Collects on 3rd Year)
(P) Package Store Permit $250.00
(Q) Wine Only Package Store Permit $37.50
(PE) Beverage Cartage Permit $10.00
Dance Permit $100.00
