City News

Carnivals, Circus, Tent Shows, or any other exhibition in open-air or in tents are handled at the City Clerk’s Office. Any person desiring to conduct a special event shall make an application to obtain a permit from the City of Pharr. Once the application is completed along with all required documentation, the application shall be subject to review by the following departments: Development Services, Public Works, Fire, Police and Code & Building Compliance. Every department shall submit an approval, denial, additional conditions or other fees required for compliance to the City Clerk’s Office. Once application is deemed completed, it will be forwarded to the City Manager for the final decision in consideration of the application.

Application for Parades, Processions and Street Closure

Application must be submitted not less than seven (7) days prior to event or as soon as possible. There is no cost for this type of request. Requests are placed on City Commission agenda for consideration and approval by our City Commission. Documentation required for processing of application:

– Site & Traffic Plan
– Insurance information, if applicable

Application for Street Closing

Application for School or Church Open Air Activities

Application must be submitted not less than seven (7) days prior to event. There is no cost for this type of permit. Documentation required for processing of application per City of Pharr Ordinance No. O-2013-20:

– A site plan of event setup.

– A copy of the general and/or special liability insurance policy and declarations and/or bonds ($1,000,000) covering event and activity personnel, visitors, invitees, and participants.

– A copy of the agreement between the property owners and event representatives, if applicable.

Application for Church and School Events

Application for Carnivals, Circuses or Mass Gatherings

Application must be submitted not less than forty-five (45) days prior to event. Documentation required for processing of application per City of Pharr Ordinance No. O-2013-20:

– A non-refundable application fee of $500.00 shall accompany this application.

– A copy of the general and/or special liability insurance policy and declarations and/or bonds ($1,000,000) covering event and activity personnel, visitors, invitees, and participants.

– A copy of the agreement between the property owners and event representatives or promotions.

Application for Run/Walk Events

Application must be submitted not less than sixty (60) days prior to event. Documentation required for processing of application per City of Pharr Ordinance No. O-2017-21:

– A map route of Run/Walk.

– A non-refundable application fee of $500.00 shall accompany this application.

– A copy of the general and/or special liability insurance policy and declarations and/or bonds ($1,000,000) covering event and activity personnel, visitors, invitees, and participants.

Application for 5K Run-Walks

Application for Peddler-Solicitor Permit

Application must be submitted not less than ten (10) days prior to start date. This application is for the use of businesses and groups seeking to hire multiple people to perform Peddler/Solicitor activities within the City of Pharr. Individuals seeking to perform Peddler/Solicitor activities must use the Individual Solicitor Application form. Permit is valid for one hundred twenty (120) days only. Documentation required for processing of application per City of Pharr Ordinance No. O-97-24:

– A non-refundable application fee of $50.00 shall accompany this application.
– A copy of applicant’s driver’s license.
– Schedule A – Form for each individual to be employed, including copy of drivers license.
– Copy of Texas Sales Tax Certificate.
– A copy of the liability insurance policy.
– A copy of certificate of practicing physician, to include clearance letter.
– A copy of the agreement between the property owners and event representatives or promotions

Application for Peddler-Solicitor Permits

Application for Oil & Gas Well Drilling Permit

Application must be submitted as soon as possible. Application requests are placed on City Commission agenda for consideration and approval by our City Commission. Documentation required for processing of application per City of Pharr Ordinance No. O-2011-39:

– A drilling permit fee of $3,000 shall accompany this application.
– A copy of map or plot of exact location for proposed well.
– A copy of Texas Railroad Commission Permit.
– A copy of Insurance Certificate of public liability ($3,000,000 per occurrence) and property damage ($1,000,000,000).
– $25,000 Performance Bond
