Our Mission

Our mission is to enhance health, safety and welfare in the City of Pharr by providing economic, responsive and effective professional engineering, architectural, and G.I.S. services for the planning, construction and preservation of the City’s public infrastructure. We strive to deliver efficient, innovative, and accessible services that foster a thriving, safe, and sustainable community.  

Our Goals

• Update and Implement Master Plans – Improve existing and construct new infrastructure in accordance with the City’s Thoroughfare Plan, Drainage Master Plan, Water Master Plan, Wastewater Master Plan, and Active Transportation Master Plan. 

• Project Management – Deliver capital improvement projects within budget and on schedule by implementing standard operating procedures. 

• Construction Inspection – Ensure all new developments meet the City’s construction standards. 

• G.I.S. (Geographic Information System) – Enhance G.I.S platform to allow residents and businesses to access important information. 

• Design – Invest in training and resources to expand in-house design services.
