Title VI Policy Statement
The City of Pharr, as a recipient of federal financial assistance and under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination in any operation of the City of Pharr. This policy applies to all operations of the City of Pharr, including its contractors and anyone who acts on behalf of the City of Pharr.
Title VI/Nondiscrimination Coordinator
The Title VI Coordinator is responsible for ensuring the City of Pharr’s compliance with Title VI requirements, maintaining and updating the City’s Title VI Plan, and ensuring the prompt processing of Title VI complaints.
If you believe you have been subjected to discrimination under Title VI, you may submit a complaint to City of Pharr. Please send your complaint to:

How to File a Title VI Complaint
- Complaints must be received no more than 180 days after the alleged discriminatory incident.
- Complaints should be in writing and signed, and may be filed by mail or in person at the address above. If necessary, you may call the phone number above and provide the allegations by telephone; the Title VI Coordinator will transcribe the complaint and send it to you for correction and signature.
- Complaint forms can be obtained at the Human Resources Department at City Hall, 118 S. Cage Blvd., Pharr, TX 78577, or downloaded below.
- Complaints may also be filed directly with the Texas Department of Transportation, Civil Rights Division, 125 E. 11th Street, Austin, Texas 78701, (512) 416-4700.
